Panorama Engineering Consultancy (PEC) was established on 20 November 1984 by the late Architect Ali Mohammed Kamal Al-Mazrooei — a distinguished professional who held key technical positions in Oman’s Royal Court Affairs and served on Urban Planning committees at the Ministry of Housing.
A leading figure in Omani architecture and urban planning, Architect Al-Mazrooei built PEC into one of the country’s most respected consultancies over three decades of dedicated practice. His philosophy — that architecture must create beauty and cultural meaning — continues to guide PEC today.
In 2017, Tariq Ali Al Mazrooei (MEng) took ownership of the practice, bringing with him over a decade of experience in real estate development and project management across Oman and the wider region. Under his leadership, PEC has expanded its capabilities and achieved new milestones.
Today, PEC is a commercially registered, VAT-registered, and Tender Board-registered consultancy — delivering architectural design, structural engineering, MEP services, urban planning, and project management to a diverse portfolio of private and government clients across the Sultanate of Oman and the wider GCC.
Panorama Engineering Consultancy established in Muscat by Architect Ali Mohammed Kamal Al-Mazrooei — a founding member of the Urban Planning committees of the Ministry of Housing and Royal Court Affairs. Commercial Registration No. 1217909 issued 20 November 1984.
Ministry of Education school projects across North and South Batinah, Muscat and Al Seeb — establishing PEC’s government sector credentials across multiple governorates. PEC grows its residential portfolio across Muscat, delivering villas, compounds and public sector projects.
Major commercial and mixed-use developments across Muscat, including the landmark Sahwa Buildings (64,000 m², 12.8M OMR). Drug manufacturing factory in Sohar. Road infrastructure works. PEC becomes a fully recognised multi-discipline practice across Oman.
High-profile hospitality projects including Sama Hotel at Jabal Akhdar and the 4-Star Hotel with the internationally renowned Dusit Group in Khuwair (21,000 m², 8M OMR). PEC adds full MEP engineering as an in-house capability, completing the multi-disciplinary offering. Large residential compounds and mixed-use towers across Muscat.
Following the passing of founder Architect Ali Al-Mazrooei, the practice transitions to the leadership of his son Tariq Ali Al Mazrooei, MEng. — carrying the legacy forward with renewed ambition, fresh capability and a broader strategic vision for the practice.
PEC completes the Ruwaidi Resort at Bimmah — a boutique hospitality project celebrating traditional Omani coastal architecture. One of the firm’s most acclaimed completed works, demonstrating PEC’s ability to deliver architecturally sensitive hospitality design.
ISO 9001:2015 certified by Bureau Veritas for the Provision of Architecture, Engineering and Project Management Services (Certificate No. OM000250). VAT registered effective 31 March 2022. OCCI First Grade classification achieved for Civil Engineering Consultancy and Architecture Consultancy.
PEC is commissioned for the Hai Majd mixed-use masterplan in Sohar — a 400,000 m² development designed to accommodate 8,000 residents, featuring a signature 1km boulevard, mosque, recreational murooj, playgrounds and 70,000 m² of green open spaces. The firm’s largest masterplanning commission to date.
PEC is selected as engineering consultancy for the Etlaq Spaceport Genesis 2.0 near Duqm — Oman’s first commercial spaceport, commissioned by NASCOM (National Air Space and Commercial Space Company). A historic milestone for Oman and for Panorama Engineering Consultancy.

A leading and respected figure in Omani architecture and urban planning. He held key technical roles in the Royal Court Affairs and served on Urban Planning committees at the Ministry of Housing. He dedicated his career to shaping Oman’s built environment, founding PEC in 1984 on the principle that architecture must create beauty and cultural meaning. His legacy continues to guide the practice today.
Sole Proprietor, 2017 – Present
An engineer by trade with experience spanning architectural, civil and mechanical engineering and design. Tariq has over a decade of real estate development and project management experience with regional and local presence across Oman and the GCC. Since taking ownership in 2017, he has led PEC through significant growth — including ISO 9001:2015 certification, OCCI First Grade classification, and landmark commissions including Oman’s first commercial spaceport.
